Can I use it on multiple devices?

Yes. One account, every device — the board you start on is not the board you have to finish on. Chuck Darts runs in the browser today on phone, tablet and desktop, and the iOS and Android apps join the same account when they land.

Do I need a special dartboard for remote play?

Nope! Any standard bristle board works. For a ranked remote match both players share a link to their own stream and confirm each other's before the result counts — the app does not need to see your board itself.
